HR Officer

Where you will work
SURF is the ICT cooperative for Dutch educational and research institutions. Together with them, we work on digital services and complex innovation challenges to enhance the quality of education and research.
The team you will join
You will join the HR team, where you and two other HR Officers will form the backbone of our HR services. Together, you will ensure that HR administration is handled reliably, carefully, and efficiently. You will work closely with HR Business Partners, managers, and employees, serving as a key point of contact for them.
The broader HR team consists of HR Officers, HR Business Partners, a Recruiter, colleagues handling external hiring, and the HR Manager. Together, you are responsible for all HR matters within SURF. In addition, you will have close contact with the payroll department.
SURF is currently in a phase where HR is being further developed and professionalized. Processes are being streamlined and systems further refined. This makes your role particularly interesting: you will not only work within existing frameworks but also actively contribute to improvement and innovation.
What you will do
As an HR Officer, you ensure that HR administration is accurate down to the last detail and that processes run smoothly. At the same time, you critically assess areas for improvement and actively implement changes.
Your other responsibilities include:
- Implementing and monitoring HR processes related to hiring, career development, and turnover;
- Drafting employment contracts and HR correspondence;
- Processing and verifying payroll changes in accordance with laws and regulations;
- Managing and tracking sick leave records in line with the Gatekeeper Improvement Act;
- Providing HR reports and ensuring data quality;
- Answering questions from employees and managers (via email, Teams, and phone);
- Supporting HR Business Partners in the application of HR policies and tools;
- Identifying and implementing improvements in processes and working methods;
- Translating changes in laws and regulations into HR administration;
- Contributing to HR projects that are related to your work.
Your skills and experience
You work with precision and organization and have an eye for detail. At the same time, you look beyond your own tasks: you identify bottlenecks and actively contribute ideas on how to make processes smarter and more efficient. You switch easily between different tasks and know how to set priorities.
In addition, you have:
- Demonstrable experience in HR administration, preferably in a complex organization;
- Knowledge of employment conditions and relevant laws and regulations;
- Experience with the AFAS HR system (strong plus);
- Strong communication skills and fluency in both Dutch and English;
- Experience with structuring, monitoring, and ensuring quality;
- A critical eye and the ability to work independently and implement improvements;
- The ability to work in a service-oriented manner, set clear boundaries, and make adjustments where necessary.
Prior to starting this job, a VOG must be presented.
