Where you will work

SURF is the ICT cooperative for Dutch educational and research institutions. With approximately 850 colleagues, SURF works on digital innovation for education and research. As an HR Business Partner You will make a direct contribution to the development of teams, leadership, and the organization, while also having the opportunity to further shape the Learning & Development program.

The team you will join

You will be part of the HR team, consisting of an HR manager, HR Business Partners, HR staff, recruiters, and trainees. Together, we are building a future-oriented HR organization. SURF is growing and developing its HR organization into a model with HR Business Partners with their own areas of expertise. This position is new and an expansion of the existing team. This gives you the opportunity not only to serve the business, but also to actively contribute to the structure, working methods, and positioning of your area of expertise within the organization.

What you will do

As an HR Business Partner, you serve as the strategic sparring partner for the management of a business unit. You advise and support management and teams, and translate organizational goals into team and individual development. At the same time, you play an organization-wide role in further shaping and strengthening Learning & Development. With your vision and drive, you contribute to future-proof teams and sustainable employability.

What else you’ll be doing

  • Advising management on development, performance, and employability;
  • Managing complex HR cases within your business unit;
  • Ensuring HR policies contribute to sustainable employability;
  • Developing and implementing an integrated L&D vision and programs;
  • Fostering a learning organization culture;
  • Supporting employees through coaching and career development.

Your skills and experience

You are an experienced HR professional who effortlessly combines strategy and development. With your solid background as an HR Business Partner or senior HR advisor, you know how to translate organizational goals into concrete learning and talent development initiatives. You combine substantive acumen with organizational awareness and bring vision to life in practical, impactful solutions.

In addition, you have:

  • At least 7 years of experience as an HR Business Partner or senior HR advisor;
  • Demonstrable experience with Learning & Development and talent development;
  • University level of working and thinking;
  • Strategic insight and connecting ability;
  • Experience with stakeholder management in an environment with diverse interests (e.g., the Works Council, management, professionals);
  • Ability to independently develop and establish an area of expertise within the organization;
  • Excellent command of the Dutch and English languages.

Prior to starting this job, a VOG must be presented.
