HR Business Partner - Learning & Development

Where you will work
SURF is the ICT cooperative for Dutch educational and research institutions. With approximately 850 colleagues, SURF works on digital innovation for education and research. As an HR Business Partner with a focus on L&D, you will help build an organization in which employees continue to develop and remain employable in the long term.

The team you will join
You will be part of the HR team, consisting of an HR manager, HR Business Partners, HR staff, recruiters, and trainees. Together, we are building a future-oriented HR organization. Within the team, you will fulfill a combined role: business partner for your domain and content leader for learning and development.
SURF is growing and developing its HR organization into a model with HR Business Partners with their own areas of expertise. This position is new and an expansion of the existing team. This gives you the opportunity not only to serve the business, but also to actively contribute to the structure, working methods, and positioning of your area of expertise within the organization.
What you will do
As an HR Business Partner, you are the strategic sparring partner for the management of a single business unit. You link organizational goals to team and individual development and also play an organization-wide role in shaping and strengthening Learning & Development. With your vision and decisiveness, you contribute to future-proof teams and sustainable employability.
What else you will be doing
- Advising management on development, performance, and employability;
- Developing and implementing an integrated L&D vision and programs;
- Designing learning paths, curricula, and development programs;
- Linking L&D to strategic personnel planning and the HR cycle;
- Fostering a learning organization culture;
- Setting up talent pools and guiding career development;
- Guiding complex HR cases within your business unit and ensuring sustainable employability.
Your skills and experience
You are an experienced HR professional who effortlessly combines strategy and development. With your solid background as an HR Business Partner or senior HR advisor, you know how to translate organizational goals into concrete learning and talent development initiatives. You combine substantive acumen with organizational awareness and bring vision to life in practical, impactful solutions.
In addition, you have:
- At least 7 years of experience as an HR Business Partner or senior HR advisor;
- Demonstrable experience with Learning & Development and talent development;
- Experience with developing and setting up learning programs and academies;
- A strong didactic foundation;
- University level of working and thinking;
- Strategic insight and connecting ability;
- Excellent command of the Dutch and English languages.
