Do you use HR as a strategic driver for organisational development and cultural change? We are looking for a strong, visionary HR leader who will advise the Board of Directors and management and take HR policy to the next level.

Where you will work

SURF is the ICT cooperative for Dutch educational and research institutions. Together with them, we work on digital services and complex innovation challenges to enhance the quality of education and research. As a strategic HR manager, you play a key role in this.

The team you will join

You will lead the HR team of 9 FTE employees, consisting of HR business partners, HR officers, recruiters, and HR specialists. The team is currently undergoing development: the foundation needs to be further strengthened and roles and processes refined. You will develop this team into a close-knit, professional and agile unit that works towards a shared vision and solid foundation. Together, you will build a working environment in which employees can develop, feel engaged and contribute to SURF's ambitions.

You will report to the Director of Business Operations and, together with the other Business Operations managers, participate in the Business Operations Management Team.

What you will do

As HR manager at SURF, you are more than just a department head; you are a strategic partner for the Executive Board and management. You help SURF set its course on topics such as strategic personnel planning, leadership development and cultural change. You continue to build a solid foundation within HR.

  • You translate organisational objectives into strategic HR policy that contributes to organisational development and cultural change.
  • You advise and challenge the management in the areas of people, organisation and leadership.
  • You will strengthen the HR team, both in terms of content and collaboration, and build a culture of continuous improvement.
  • You will promote a positive working culture in which employees take ownership, feel safe and contribute to innovation.
  • You will manage HR projects on themes such as leadership, diversity & inclusion, employee experience and sustainable employability.

Your skills and experience

You are an experienced HR leader who makes a strategic impact and bridges the gap between people and the organisation. You have a clear vision of how HR contributes to organisational development and you know how to translate that vision into concrete actions.

  • Extensive demonstrable experience as an HR manager in a complex organisation, working directly with the board and management.
  • Demonstrable experience with organisational development, cultural change and strategic personnel planning.
  • A vision of modern HR and the ability to translate this into concrete, achievable results.
  • You are a connecting and inspiring leader who gets the best out of teams and helps employees grow.
  • You are organisationally sensitive, know how to bridge interests and are a strong discussion partner at all levels.
  • You switch effortlessly between strategy and implementation and bring structure and focus.
  • You are decisive, results-oriented and focused on collaboration.

Prior to starting this job, a VOG must be presented.
