The National Growth Fund programme Npuls is an eight-year programme in which all public mbo schools, colleges and universities in the Netherlands work together to improve the quality of education, increase the agility of education and improve the digital skills of teachers and learners.

SURF is the ICT cooperative of Dutch education and research institutions. Together with them, we work on digital services and complex innovation issues to improve the quality of education and research. As a tech lead, you make an important contribution to this.

The developer platform

The developer platform plays a crucial role in standardising and ensuring the quality of software development for education. The platform facilitates a consistent development environment, making applications available faster while maintaining quality and security. This is done through streamlined and uniform processes following proven best practices.

The platform provides developers with access to a comprehensive set of tools to support software development. Examples include standardised CI/CD components, a developer portal and application templates. The platform also integrates seamlessly with other systems and platforms such as Kubernetes and Git.

You will join this team

You will work within SURF's Education Services department and, together with your team, you will develop a developer platform. To this end, you will work intensively with colleagues from various departments within SURF and the Npuls programme. Initially, the platform will be used for software developed under the Npuls flag. The ambition is to make this the developer platform for all of SURF and its partners.

What you will do

You are the driving force behind (and ambassador for) the developer platform and oversee its (continued) development. Your task is not only to develop the platform from a technical perspective, but also to look at how the platform can be offered as a service. You are also responsible for the adoption of the platform both within Npuls and SURF. For this, you will have to deal with various stakeholders and will have to represent their interests.

Your work and responsibilities

As Tech lead developer platform, you will work on:

• Developing the product/service developer platform to support the development of services for Npuls;
• Building and managing the team that will own the developer platform;
• The adoption of the Developer Platform within both SURF and other partners;
• Managing the stakeholders within both SURF and Npuls regarding the developer platform;
• Devising and writing the business case for the developer platform;
• Designing, writing and aligning policies and practices;
• Defining the (technical) vision of the developer platform;
• Secure, privacy-friendly, stable, efficient and (automatically) testable systems.

You bring with you

• WO working and thinking level;
• Strong communication skills; you are a connector;
• Experience in setting up and managing a DevOps infrastructure, such as Kubernetes and related tooling;
• Strong affinity with software development; Recent experience in building (or commissioning) high-quality software;
• Experience in keeping an overview, but can also go into depth where necessary;
• Experience in leading and coaching professionals in a hierarchical or non-hierarchical setting and on both content and personal level;
• A good command of the Dutch and English languages in word and writing.

• A varied and challenging job for 32 to 40 hours (0.8 - 1.0 fte) in an informal and collegial atmosphere with a high level of ambition;

• A salary range of 4813 - 7974 EUR gross based on full-time;
• 8.33% vacation allowance, a fixed year-end bonus of 8.33%;
• 36 vacation days per year (based on a 40-hour work week);

• An NS Business Card 1st class;
• The opportunity for hybrid work and you will receive a home office allowance on work-at-home days;
• The offices of SURF, sponsor of the programme, are located in Utrecht and Amsterdam, both within walking distance of a train station (Utrecht CS and Amsterdam Science Park respectively). Location may vary.
• A contract for one year initially, with the intention of converting to permanent employment after one year.

SURF is sponsor of the programme. This means that in your role you will be employed by SURF, but work for Npuls. In time, this will become a permanent position within SURF.
