For the Npuls and SURF programme, we are looking for a team head for the Adoption Team Sector Facilities Education. We are looking for an enthusiastic colleague who will set up this team and, together with this team, ensure that in 2030 all mbo-schools, colleges and universities use the sector facilities developed within Npuls.

About the Npuls programme and SURF

The National Growth Fund programme Npuls is an eight-year programme in which all public mbo schools, colleges and universities in the Netherlands work together to improve the quality of education, increase the agility of education and improve the digital skills of teachers and learners.

SURF is the ICT cooperative of Dutch education and research institutions. Together with them, we work on digital services and complex innovation issues to improve the quality of education and research.

Npuls Digital sector facilities

Microcredentials, digital learning materials, the cooperation between educational institutions and the labour market - all this depends on a good infrastructure. With Digital Sector Facilities, we are shaping the joint ICT landscape in Dutch further education. In this way, we ensure easy and efficient cooperation between institutions and with the labour market, and we give substance to the Life Long Development offer. Besides building the technology, working on architecture and arrangement systems, this programme component also provides the expertise for technical implementation and adoption at institutions.

Education Sector Facilities Adoption Team

Within the Digital Sector Facilities programme component, the Adoption Team ensures that secondary schools, colleges and universities can use these facilities. The team is multidisciplinary with specialists in the field of interfaces, architecture, identities, learning resources and educational logistics. The team maintains relations with the ICT, architecture and information management experts within the institutions, identifies new requirements in cooperation with the transformation hubs and monitors progress. The team works closely with the transformation hubs within Npuls, where the focus is on transformation within education, and the product teams within SURF and other organisations. The team consists of a small core with permanent staff and hired/detached staff.

Your role

You will lead a start-up team. The anticipated commitment for team head duties is approximately 0.4 FTE. For the remaining part of the position, you will be senior product manager or project leader and contribute directly to the team's substantive results. You will be employed by SURF and are part of the Education Services department. The substantive direction is from the Npuls programme by the leader of the Digital Sector Services programme component.

Your duties and responsibilities

Your duties will include at least:

  • You lead the employees in the team and encourage their professional development;
  • You contribute to the development of services in the field of support delivery and adoption;
  • You will be responsible for the high quality of the team's services and for coordination with all stakeholders;
  • You take care of the budget and monitor resources, so that services can be provided cost-effectively;
  • You ensure sufficient expertise by hiring, hiring and/or seconding, and are responsible for strategic staff planning and contract management;
  • You draw up the annual plan and monitor planning and implementation, including related reports;
  • You will work closely with teams working on transformation within education (such as the transformation hubs), the product teams delivering digital sector services and the leads within Npuls;
  • As team head within the Education Services department and a member of the Digital Sector Facilities core team, you will contribute to the direction of both the department and Npuls.

You bring with you

  • WO working and thinking level;
  • At least 5 years of relevant work experience;
  • Content expertise in product management and/or project management;
  • Experience with stakeholder management in a complex environment;
  • Experience in leading professionals - in a hierarchical or non-hierarchical setting and the ambition to develop further as a leader;
  • Experience in setting up and further shaping a team;
  • You have excellent communication skills and are good at networking;
  • Experience with architecture and information management a plus;
  • A good command of the Dutch language, both verbally and in writing.

We offer

  • A salary range of 4813 - 7974 EUR gross based on full-time;
  • 8.33% vacation allowance, a fixed year-end bonus of 8.33%;
  • 36 vacation days per year (based on a 40-hour work week);

  • An NS Business Card 1st class;
  • The opportunity for hybrid work and you will receive a home office allowance on work-at-home days;
  • The offices of SURF, sponsor of the programme, are located in Utrecht and Amsterdam, both within walking distance of a train station (Utrecht CS and Amsterdam Science Park respectively). Location may vary.
  • A contract for one year initially, with the intention of converting to permanent employment after one year.

SURF is sponsor of the programme. This means that in your role you will be employed by SURF, but work for Npuls. In time, this will become a permanent position within SURF.
