About SURF and the Quality, Procurement and Legal team

SURF is the collaboration organization for IT for Dutch education and research. SURF works with educational and research institutions on IT facilities and IT innovation to make the best use of the opportunities offered by digitization.

As SURF's procurement lawyer, you will be part of a team of seven lawyers, including yourself and another vacancy for a lawyer. Within this team, you and a fellow procurement lawyer will focus on advising on SURF's major procurement projects. You will be involved in the procurement process and will also draw up frameworks and templates for our tenders. So variety is guaranteed.

With 500 colleagues, we are quite a large organisation, but all colleagues have the same drive to provide high quality services and professionalisation. This ensures that everyone enjoys working together in a pleasant and collegial atmosphere. And an environment where you end up knowing almost all your colleagues.

Within SURF, we work output-oriented and you therefore do not have a fixed work location. We assume that you will work at least two days at the Utrecht office. If you wish, you can work the rest of the time remotely or at our office in Amsterdam. Every Tuesday, the team gathers at the Utrecht office and we have our team meeting. We deal with each other informally; and although everyone has their own area of focus/specialisation, we also try to keep each other sharp in terms of content and like to think with each other.

What does this job entail?

On the one hand, as a legal expert, you will be involved in all of SURF's major procurement projects. You give advice on the procurement procedure to be followed. In procurement processes, you support the implementation by, for example, verifying tender documents, ensuring the correct contract documents are drawn up and helping to answer questions from the market and assessing tenders.

On the other hand, an important part of your work will involve helping to draw up the frameworks within which SURF makes decisions about major procurement procedures and, together with purchasers and contract lawyers, providing templates for tender documents.

For all this, you will sometimes dive into the world of data storage services or that of the national supercomputer. After all, many of our tenders relate to the IT services we provide to our customers. Another time, you will be working on a tender for a financial system or the hiring of temporary staff.

Collaboration is key in your role. You work together with the buyer who supervises the procurement process, the contract manager who manages the contract once it has been concluded, and the executive departments that need the final procurement to carry out their work. You will also work together with colleagues in the team who have other areas of expertise and SURF's management who are responsible for complying with legal obligations in the field of procurement law.

With your expertise, analytical ability, result orientation, organisational sensitivity and communication skills, you will contribute to SURF's lawful and efficient procurement.

In addition, you have:

  • A completed degree in Dutch law;
  • A specialisation in procurement law;
  • Good command of the Dutch language, both verbally and in writing.

  • A varied and challenging job for 32 to 40 hours (0.8 - 1.0 fte) in an informal and collegial atmosphere with a high level of ambition;

  • A contract for one year initially, with the intention of converting to permanent employment after one year.
