About SURF and the IT Procurement team

SURF is the collaboration organization for IT for Dutch education and research. SURF works with educational and research institutions on IT facilities and IT innovation to make the best use of the opportunities offered by digitization.

As purchaser, you are part of the IT procurement team, which falls under the Procurement & Contracting domain. Together with your colleagues, you organise ITprocurement processes for and in cooperation with our members, the Dutch research and educational institutions. We make contract agreements with software and hardware suppliers on their behalf. These are large, global it suppliers, start-ups and innovative Edtech companies.

By bundling demand in SURF, the members together are in a better position to make sound agreements with suppliers. These include desired functionality, price, interoperability, sustainability, privacy and security. We deploy innovative procurement methods, including a dynamic purchasing system. This provides flexibility for members and suppliers. SURF manages over 80 agreements, from 65 suppliers.

For each dossier, you work in a team with a contract manager, legal expert, specialist from the license desk and experts from the SURF members. The necessary expertise comes together in an informal and open atmosphere. We work flexibly and hybrid.

What does this job entail?

As Purchaser, you coordinate procurement processes. You agree with the SURF members what their needs are and find the best solution in the market. To this end, you will draw up substantive specifications in procurement documents, choose the right procurement instrument and organize tenders. Together with the members and colleagues in the team, you evaluate tenders from suppliers, draw up contracts and test procurement agreements.

The impact of your work is high. The hardware, software and IT services you procure are used on a national scale in education and research. Partly thanks to you, education in the Netherlands buys on the best possible terms.

We ask

As an IT purchaser, you are a networker and relationship manager through and through; you are good at bringing together different stakeholders and supervising collaborations between various organizations. You also feel comfortable in an environment that is always in motion and you can handle deadlines well.

In addition, you have:

• Completed college/university education, procurement training: NEVI or similar;
• At least 3 years of relevant experience, more is of course also allowed;
• Demonstrable knowledge of and experience with procurement;
• Experience with tendering processes;
• Good command of the Dutch and English languages, both verbally and in writing.

• A varied and challenging job for 24 - 40 hours (0.6 - 1.0 fte) in an informal and collegial atmosphere with a high level of ambition;

• A contract for one year initially, with the intention of converting to permanent employment after one year.
