About SURF and the IT procurement team

SURF is the collaboration organization for IT for Dutch education and research. SURF works with educational and research institutions on IT facilities and IT innovation to make the best use of the opportunities offered by digitization.

As contract manager you are part of the IT procurement team, which falls under the Procurement & Contracting domain. Together with your colleagues you organize IT procurement processes for and in cooperation with our members, the Dutch research and educational institutions. On their behalf, we make contract agreements with software and hardware suppliers. These are large, global IT suppliers, start-ups and innovative Edtech companies. By bundling demand from SURF members, we ensure price advantages and agreements on privacy and secure data processing. We deploy innovative procurement methods, including a dynamic purchasing system. This provides flexibility for members and suppliers. SURF manages over 80 contracts, from 65 suppliers.

Whoever you work with within this position, you will notice the high level of expertise, the will to work together and the openness in communication. In addition, you are given a lot of space and trust to act as you see fit and achieve the best results. SURF is a cooperative, which makes the playing field complex and challenging. On each file, as contract manager you will work together in a team with a purchaser, lawyer and specialist from the license desk. This ensures that the necessary expertise comes together in an informal and open atmosphere. We work flexibly and hybrid (partly from home and partly at the office in Utrecht).

What does this job entail?

  • You will provide drafting of new contracts and review of existing contracts;
  • You keep an keen eye on contract performance. You identify deviations, opportunities and risks in a timely manner. By proactively monitoring and acting, you contribute to the successful achievement of contract goals;
  • You communicate clearly and professionally about contractual agreements and expectations with suppliers and other stakeholders;
  • You are the keeper of contract information. With your meticulous recording and monitoring, you ensure clear and relevant information on contract status, performance and any bottlenecks;
  • You keep a grip on a large number of contracts by using IT tools and bundle information in a dashboard.

You interact directly with relevant team colleagues and vendors. You report to the team head of IT procurement. Purchasers, contract managers and lawyers work together in the team. You will also work closely with the SURF License Desk. This team handles the ordering and purchase of contracts by members.

The impact of your work is significant. The results are used on a national scale in education and research. Thanks in part to you, education and research in the Netherlands, buys software and hardware at the best possible terms.

We ask

As Contract Manager, you have all the knowledge about managing contract management processes, from, for example, the CATS-CM method. You have a proactive attitude and work in a secure way. You have extensive experience in negotiation and conflict management, keeping in mind the interests of all parties involved. You can handle deadlines well and feel comfortable in an organization that is always on the move.

In addition you have:

  • Completed hbo/wo education;
  • Minimum of 3 years relevant work experience in a contract administrator or contract manager role;
  • Knowledge of Microsoft 365/Office;
  • Good command of the Dutch and English languages, verbally and in writing.

  • A contract for one year initially, with the intention of converting to permanent employment after one year.
